Did a quick search and couldnt come up with anything...

I have a sticky brake pedal, mostly when the truck is cold, and when its cold out. Not a problem when its hot out. When I press the brakes, the pedal likes to stay down, and I have to give it a little persuasion to get it back up (:eek1: I guess that part didnt sound right haha)

The pedal does not seem to want to come back on its own at all when its cold.

The truck has all new brake lines, new front calipers, new master. It has an old booster and proportioning valve, do you think it could be either of these?

Did you service the rear brakes at all? Are the return spring on the drum brakes in good shape? Next suspicion would be the booster itself.

I'd suspect the booster as well.

Were some vehicles equipped with a brake pedal return spring? Maybe I'm thinking of clutch pedals?

Well, for all intents and purposes, there is no back pressure on the pedal from the brakes.
Disk brakes have no return springs, so they do not push any fluid back, and the drums ratio between the wheel cylinders and the master reduce any back pressure to next to nothing.
So, you can forget anything from the master cylinder out.
Most likely is the booster or the master cylinder, but don't rule out the linkage.

Since it does it most when cold, you might try a little WD40 on the pedal linkage under the dash to soften the old grease and make it slicker.
The rod from the booster to the pedal can be unhooked to see how easy the pedal moves.

There may or may not be a return spring that has broken also.

I think this is the first time I have ever suggested spraying WD40 on brake parts........

I had that type of brake pedal feeling on an old car I had, replaced the booster and it fixed it.

Thanks guys, I think ill give a one ton booster a shot
