So a local fellow has a used Warn 12k for sale. Not mounted on vehicle. Any suggestions what to look for, or how to test anything on it before I buy it?

I bought my Warn in the same condition. if it doesn't work, I'll just fix it, I guess. Seller is very local to me though and a longtime member of RME. a local 4x4 club with lots of variable vehicles and people. Odds are mine will work.

About all you can do is a visual inspection. Look at the mounting bolt holes for stripped threads, out of round, cracks, etc.
Look at the housings where the spool sides are. Sometimes if someone is not paying attention, the cable can fill up on one side and either damage the housings, or even get pulled between the spool and housing.

If it is just loose, that is about all you can do except maybe put power to it briefly to see if the motor runs.

If its in a frame, wiggle the spool to see if its tight. There are bushings that will wear egg shaped under long use, or overload and the spool will have some slop.

Look for broken parts, make sure the shifter moves freely if in a frame, and make sure you are getting all the parts.
In addition to the winch, you need the control box, control cable, and a fairlead.
The actual cable its self, is problematic.
Unless it is in really nice shape with no rust or kinks, you are better off getting a new one.

Mine is an older model M12000. It has a mounting bolt hole I need to tap after I drilled the broken bolt out of it.
It came with a brand new controller, and new cable that has never been wound on the spool. I bought a brand new fairlead for $35 so I'm into it a total of $ 535.00 Plus some time to tap a bolt hole.

You could also take a jump box or a battery with you and some jumper cables to hook some power up to it to see how it runs.

hit up Warns Website get the mounting info if you have a welder you can peice together a mount that would fit a 2 inch reciever then you can see it under load maybe 30 bucks in metal.
