This orientation is correct, that tab is what the latch hits and it helps push it in to close.Which way do these face? the blue circled portion, as is it with it facing the inside of the truck?
I assume the other way

Ok... I'm sure without the rubber it will rattle like crazy. This orientation is correct, that tab is what the latch hits and it helps push it in to close.
You appear to be missing all of the rubber bumpers that keep the tailgate from rattling, but you have a 75-80 tailgate and hardware. You should be able to find the rubber pieces new online.
Note the years are listed down below. The graphic shows different year ranges combined. #22 and #23 are where the hinge arms hit below the hinge assy. #19 is above the hinge assy. However, you may not have the right hole for that one if your K5 is a 1981 up. I am not sure if you can use t#20/21 (81-87 style) with the older tailgate, but those are backordered anyway.Ok... I'm sure without the rubber it will rattle like crazy.
I need all of this?

Is using plexiglass a viable option for the back window?
The reason that setup won't work is that plexi isn't flexible, so you couldn't just flex it out of the way to lower the tailgate. That's similar to what @76zimmer did. His was opaque, so he couldn't see through it. But plexi would have fit just as well.
Personally, I found the lift gate to be an easy conversion, so I'd do that first (to eliminate this problem).
