In my 90 burb the pass side latch fully releases when pulling on the handle but the driver side only partially releases. To get the driver side to fully release you have to pull on the rod slightly and it releases. I'm thinking the driver side latch is either worn or maybe just needs to be pulled out and clean/lubed. Question is how do you remove the latches?
 
The latches are held into each end of the gate with bolts. You have to remove an access panel to disconnect the rods going to the latches. You'll have to look for things that are bent or worn as you go through it. It's common for the plastic lock bushings to break or wear out and let's face it, things probably haven't been lubricated in 30 years. You can also find some of these parts on eBay if it helps to see what you're working with.
