I have not checked but i would be inclined to say there will be. The doors have them so i don't see why the tailgate wouldn't as well. Afterall some water will get past the window seal and it needs to be able to drain somehow.

There aren't necessarily weep holes per say, but the bottom of the tailgate is not sealed by any stretch.
I just picked this tailgate up off of an '86 for $60:
The holes towards the outside are where the torsion springs go through. Then the wider holes are where the hinges mount in. Neither of these two locations are sealed when the tailgate is assembled.
Thats how mine will be I just made one out of two. I just didn't know if packing went in the spring holes or not mine was prety ate up. now it can drain for sure. Thanks.
