the most expensive tool that you HAVE to have to do it correctly is a inch pound dial type torque wrench. This is where ebay comes in handy, I got an almost new snap on dial type inch pounder torque wrench for about 90 dollars. Cant beat that.
I've done a couple using a carefully built lever arm and a spring scale. One has about 30k on it w/ no issues. The other has about 2k on it, but it's in my DD so the mileage on it ought to increase rapidly.
I personally hate crush sleaves. I've had two loose their pre-load. I now make a spacer sleave and either grind it to length on a surface grinder or make them a little short & shim them to proper bearing pre-load.
Hard used 9"s built by those with a clue use solid spacers, and older yota4x4's have them stock.
