It sounds like your regulator gasket is slipping off center when installed? The rebuild kits come with 2 long alignment pins, screw them into the holes that do not have pins to hold gasket. Then push down on regulator spring can down to bottom (one nice smooth motion, no twists or turns) and hold it there while you insert and tighten the two remaining torx screws. Remove alignment pins and install torx screws. Can loosen all four a few turns and make sure gasket has no wrinkles or when tightening the wrinkles flatten out.
Blow in inlet with your mouth and it feels like it's closed = good. Blows right through means it's slipped = bad.
If the regulator slips of center a little with stock pump it is just open and you get fuel pump pressure, not spring regulated pressure.
