Bonded title is your safest bet: Normally requires certified vin inspection, DMV runs record of owners and you notify them normally by certified mail, obtain a bond (amount may depend on state), get vehicle appraised, any car dealer can do that. The bond is like bonding someone out of jail you pay a percentage and if somebody comes back for vehicle they cash in the bond thru the bonding agent and DMV.
