Trailer help tandem axle

I just bought a trailer for my bussiness. I got a great deal on it and after bringing it home I noticed that it seems it was previously a tandem axle. After further inspection it seems as if it never had spring equalizers, just two seperate axles and springs with shackles. Has anyone ver seen a trailer like this? This trailer used to be a dump trailer, not a large one but perfect for say a golf cart. Its 12ft w/o tongue. I would like to put it back to tandem. Should I try to put it back the way it seems to have been or weld correct hangers for a equalizer type setup.

Unless you will tow it perfectly level, and perfectly distribute the load, then I'd put load equalizers on it. It's the correct and safest way to build the trailer.
