There is a vacuum canister inside the cowl. Not in the engine compartment, not in the cab, and not under the truck, but inside the cowl on my 1983. What is this for?

It closes the plenum valve when the Max A/C setting is selected, thus not allowing outside air in. When this valve closes the valve in the RH kick panel opens allowing the bolwer to take air from inside the cab.
