I'm guessing that you will need the e-brake to keep it from rolling away now....
no, i just want to be able to tow this lady's car on friday. 
we're moving and she parks in the loading zone 24hrs a day, and i can't get the school to do anything about it.

Just block her in until you are done.
its not set up quite like that, so that's not an option. i probably don't need to do it, but it just pisses me off because everyone else pays for parking... this is turning into lounge material.

They did a show on TLC a while back about repo men. They would hook up and drag the car out of the spot to turn it around and put the tow truck on it. Other guys went in with one of those manual trailer mover things and threw the dollies under the wheels and pushed it over the to truck nice and quiet like.
I say throw some furniture dollies under the wheels, push it out of the way and leave it like that for them to find.
No damage to the vehicle but the point is loud and clear.

Yep, this is the way to handle it. I had 4 of these at one time and my friends and I used to move my roommates car all the time. Nothing major, we would just turn it around in a parking spot, or move it two or three spaces.

Everytime she leaves it there, get a couple guys to help pick up a corner of it and block the drive tires about 1/2 in. of the ground. It's quick and easy to do, she'll get the message.

I don't know, air-it-down, and a tow truck will do the moving for you.(?)
You could also jack it up, take the wheels off, and let it down on the wheels, then type a note saying that next time it happens the wheels will dissapear.

you guys are deadly!!! hahaha. four skate boards, and push. done it before, and had to give my brother 40 bucks for the boards, because we couldn't get them back. (the car went into the ditch). Lets just say the guy deserves it.
put them under the car so you can push it sideways, and just give it a shove. worked for me.and if you want to be extra nasty, you can push it infront of a fire hydrant. that's pretty funny actually, I think I know some I can do that to right now. I'll be back, hahaha

If your on public grounds, chances are there is towing company assigned to the lot, look for the signs, call them early and let them deal with it. You do any damage to her car regardless and the bill will really suck. Not to mention, what if she is one of those crazy nutty old birds that knocks back her anti anxiety and anti depressant pills with a box-o-wine, you might learn a new meaning to retaliation, WW3 style.
It probably wont' hurt anything for a few feet, but just slap a floorjack under the front and move it wherever.
