What is the best way to fix this rust?

I don't see any patch panels available.

Behibd driver's door. Pass side had a little but not this bad.

If it's a flat surface, make a cardstock template and duplicate out of the same guage material then tig or mig it intermittent controlling heat as best as possible. I'm not a body guy tho I'm a fabricator so there may be more options. Imho
 
I used some thicker than original sheet metal for mine. The nut for the seat belt bolt came out of mine, so I wanted something sturdy. I made sure to weld it to the ribs on the floor brace, as well as the vertical support. I also cut the back side support flange off of the vertical rib, and put in new metal, which was faster than trying to get the layers of rust separated to find good metal. I welded a new nut in for the seat belt bolt before putting the panel in. I used thick metal, maybe 11 gauge(?) , cuz I had it already. I then just welded the nut on the back side. The factory one has the plate to spread the load out.
I am not a professional with this, so take this into consideration.
 
Get some old square D panelboards and use that metal to patch in...ive done quite a few Square D floorboards
