It sounds like the actuator for the cruise control.

That is your cruise control module, i just had to replace mine that broke on me. If your rig is a 90 like your profile says they cost about $75.00. I went to PNP and grabbed one for $22.00. On mine the little hole where the rod hooks to had broke and the rod fell off.

The part with the diaphragm is the cruise control servo, I believe.
