what is this rod in/on steering column

There are 2 rods on my 1988 k5 steering column one to starter swich and another on lower left that goes to a white in/ out switch with column lowered nothing I do activates this white switch

Anyone know what this switch does or its name or what activates it

The other is the high beam/dimmer switch.
