I heated mine, beat on it, chained my dog to it, cussed at it, threatened it with my X fiance, and even went so far as almost unleashing my children on it, and it refused to even slightly move. So, its permanent.
I always laugh when people say how hard those things are to take off. Im sorry I just cant help it. I may not be from the super rustiest of states but NJ is pretty rusty and when I yanked mine I cracked it twice with a 2lb sledge and it budged right off.
As far as the original question I filled both my knuckles with fine thread bolts w/ washers just to fill the holes but I have to say cutting the steering arm and leave a chunk of steel bolted to the top of the knuckle to thicken it is a pretty good idea.
