My lame brain says '79. My '79 had it, but now has a hood from what I think was a '78.

I think it was 79.

I think it was actually '77. GM changed the underside a little too, to accommodate the optional inside hood release that used different latching hardware.

My '77 and '78 had the straight hood fronts with no lip. I think they added that in '79.

Edit: After looking at Dremu's brochure site, 1979 is the first year that the brochures show the hood lip.
