Whats the deal with sandblast silica?

My local hardware store sells (Sandblast Silica). I went to my brothers house today and he was blasting his frame with it. No resperator at all. I was like "are you crazy?" That stuff is bad news! He was like "it says its sandblast". He had not a clue. I quickly imformed him on the dangers of silica. My question is why would they name it that? Is it just a government conspiracy to thin out the population?

No I dont think it is a government conspiracy. Stupidity does a pretty good job of thinning out the population..
The dangers of silicosis are clearly printed on the bag.
