My 10 bolt from and 86 had the adjusting sleeves in it. You don't have to tear the whole outer down to get to the adjuster area. You just have to remove the tire and pop off the upper ball joint nut. The adjuster sleeve should be under that nut.
If you are not running sleeves and they are necessary then that might be your problem. If you need the tool to adjust them with I have it and I have a good torque wrench so they can be torqued properly.
