Don't assume it's the module. Low voltage could be anything...bad connector, bad wire, bad system voltage, or some other component malfunctioning that is triggering this code.
OBD1 NEVER tells you that one single component is bad...it has no diagnostic capabilities, other than to trigger a code when SOMETHING in that particular circuit is providing information the ECM doesn't expect.
You wouldn't replace the O2 sensor just because there is a lean O2 sensor error, or replace the MAP because it threw a low voltage error, this is the same way.
Do a good visual inspection, reseat the connectors, make sure they are in good shape.
