WTF? what kind of trailer brakes are these?

I started tearing into my 'new' trailers brakes. The axles are 9k+ a piece. I am assuming this since the drums are a tad over 4 inches deep. And the bearings are huge. But, all I have are the drums. There are no guts. I have tried calling around and all to find what kind thet are so that I can order the guts. But, I am running out of luck.

Can anyone help?
 
Some photos might help. Try looking at dexter trailer axles website, maybe that will help.

Measure the diameter of the drums and the width of the would be shoe. Should have no problems getting whole assemblies with backing plates. Brand shouldn't be much of an issue since your starting from scratch. Being that heavy I have a hard time thinking you'll find electric brakes, could be wrong however.
