I can't see the picture, but if you are talking about the snapring that goes on the stub axle you often have to pry the shaft out a little. Take a screw screwdrive or small pry bar where the u-joint ears are inside the steering knuckle and pry the shaft outwards a little. Shouldn't take much force or have a lot of movement, but the natural force of putting the lock hub body on tends to push the shaft back in some. I have to do this all the time with either my previous 10-bolt or current D60. It's also usually worse if you put on new stubshaft seals (the ones that goe on the back of the stub and help seal the shaft to the back of the spindle.
