You should be able to sort this carb out and get good results. I can't tell you fir sure if it will be as good as a properly tuned Q-jet, but I have had a 1406 on my 406 and went to a 750 cfm Edelbrock xarb because I got into it for cheap. The only thing that improved was top end since I am able to get more of our thin air into the engine. Both carbs produced good drive-ability.The Q-Jet still may end up on there but I need to sort out the timing and put some effort into resolving the idle mixture issue.

In the idle condition the transfer slots should give the appearance of a small square when viewed from underneath the base plate. Over exposure of the transfer slot at idle is the chief cause of carburetor troubles.
Honestly this is why I just bought a new (okay technically a reman) carb and distributor. Don't like having to mess with figuring what's wrong with used stuff. You never know on a carb how far outta whack the previous owner might have already had it.
On the Demon carbs they tell you to set the throttle blades so that the transfer slot is just showing and essentially looks like a square. Don't know if that applies to Edelbrock and obviously the carb has to be off to see this.

Unfortunately I have seen and heard of a few brand new carbs being bad straight out of the box. Not often, but it can happen.
If you look at it as a challenge to find the problem, then you gain man points when you fix it, right?
