Yeah I have a jet drive boat with the 455 Oldsmobile and I have the same thing.
I have not touched it for 13 years now and it's a ball of rust now.
It needs a full rebuild

Do you think that boot might be blocking the water from coming out of the manifold on one side?
Probably the melted cable culprit.
Clogged water passages inbthe manifold would be my suspicion.
