It doesn't really work to check the low side pressure with the compressor not running.
It is used more to monitor and compare to the high side.
There must be something turning the power off to the compressor besides the cycling switch. Either a power source problem, a high side cut-off switch coming on and sticking, or your cycling switch or connector has a problem. I has to put a new connector and pigtail on a '95 once because I could wiggle it carefully and it would go back to working. The switch was fine internally, as I found from swapping it.
