Is there supposed to be a pedal return spring under the dash that you are missing. Sounds like the return spring in the booster can't overcome vacuum to return the pedal.
You said you have to hold the pedal down for a period of time for it to occur, but does it matter how far you push the pedal down?
Maybe it's over extending the booster?
Mine doesn't have a pedal return spring

Are these rebuilt mc's. Maybe the bores aren't smooth at the end of the travel because they weren't machined well.
Like maybe the front calipers are upside down?Im thinking there is enough air in your brake system somewhere allowing your master cyl to not return with enough pressure to open the two way valve in the booster allowing it to return. ? Maybe?
