A good friend of mine has a ''99 Tahoe 6.5.

1) I was wondering 'bout the fuel filter. Is it on the intake, like I think? Is there a 2nd one by the pump?

2) Tell me how the dash mounted 4x works. Is there a center diff, ALA 203? Is it the same or similar setup to the lever style in the '93 3/4 ton PU I just bought?

3)Do all the '88-'99 generation use the same TC, which I think is the 241???

1. The fuel filter is mounted on the intake at the back of the engine. As far as I am aware, that is the only filter used by the 6.5L.

The dash mounted 4x4 works a lot like a floor lever shift, cept it uses an electronic actuator to move the shift rails rather than manual force. I am not sure what number the electronic transfercases are, but it is different than the manual NP241s

Yep, the wheels have drive flanges on them, so the CVs turn at all times. The power between the front diff and the t-case is disengaged with a little thermoelectric servo bolted to the top of the IFS diff.
