Well I think I got it!

I drilled out the hole with a 1/16" bit and got a bunch of black powdercoating out of it. I used a dremel to wallow out the top of the hole a bit.
I tried a bead over it with t same result.
So I ground the weld off and the hole was filled with weld so I smoothed it out with the grinder some and tried another.
It seemed to work this time. Excuse my mediocre flux core welds

The bead seemed to flow well over the spot where the hole was, but I decided a bead on each side wouldn't hurt.
Put a couple of tacks to compensate for my welding skills
I wasn't sure if i should or not, but I smoothed the weld out a bit with a flapper wheel then I hit it with some paint.
It didn't turn out beautiful, but I think it will be good

If not I'll just get a new wheel from Allied
