axle shaft snap ring

Post 10 has a link to an exploded view of that hub, but from what I can see, there is no way the hub could be put on backwards to do what you are having trouble with.

Try this. Pull the locking hub off, push the shaft in as far as it will go, and look inside the axle joint where the axle U-joint is, and see if there is anything stopping it from going all the way out in there.
Stick or something like that.
Then, push the stub all the way out, and try putting just the small center part on the axle to see why the groove will not move far enough out or to be sure it is hitting the hollow spindle.
It could be hitting a burr on the axle shaft that fools you into thinking its bottoming out on the spindle.
Also, make sure that the wheel bearing nuts are all the way up.
