As I understand the definiton of horsepower, it is a measured amount of work over a measured amount of time. Anything that would cause something to spool up slower would be decreasing horsepower. A larger rotational mass would spool up slower, so it stands to reason a larger disc brake assembly (heavier/larger rotor) would show a hp loss on a dyno.
