Ask if you can see it in writing somewhere. Sounds really fishy because chances are VERY good that truck never came with cats.
 
That's sorta hard to believe. Try telling me it's good politics to make Grandma Smith go spend a bunch of money to put cats on her '72 Plymouth Satelite that never had any when new.
 
The thing that matters is the person actually doing the inspection. The grease monkey who signs off on it. If you find someone who's a true car/ truck person, you may be able to buy him a case of beer and get his signature. Maybe they'll do it for free.

Some bureaucrat sitting at a desk in a state office is not the person you want to be getting answers from.

In CA, I might be worried, but I don't think you have to worry about a Wisconsin state trooper pulling you over and doing a cat check.

X2 on the retrofitting. Worst case, you can get hi-flow cats from summit and elsewhere for $50, give or take.

I think what you will find is that the truck has to have the same smog equipment it had when it rolled off the assembly line... I also believe that the 8600GVW exempted that truck Federally. I had a 79 with not so much as a carbon canister.
