I just got off the phone with my mother, and she recommended that I sent a certified letter to him stating my intentions before I file the claim. Is this worth doing, or can I just go ahead and do this?

I don't see why you need to. You have confirmation he took your money, you didn't receive a product, he stole from you. Well, stole might be harsh, maybe hes looking at it as "delayed delivery" for whatever reason.

But pretty simple if you ask me.
