Help Rear Bolt Mount Bolt removal

Guys,
Doing some rust repair near the tailgate on the driver's side, but I am having trouble getting the bolt out. I got the nut loose, but the bolt doesn't want to put out. Does this bolt have two nuts like I do?

Not sure which bolt you are talking about. If you are talking about body mounts - Rear body mount bolts, with rust, can be a b!itch to get out. They rust around the bushing washers.

I had to cut the head off and took it out through the bottom (still stuck on the mount) when I did my new body mounts.

That is what I discovered. The washer has rusted to the bolt. I'm going to have to drop the tank to get in there at cut it off.

Unless you are replacing the body mounts, cut the head off, blast it with PB Blaster and let it soak for a day or two. Then, pound it down. If it doesn't move, hit it harder.
