Maybe it was Metro but I don't remember. My tank is an 80 alum. The 96 you mention is a high pressure(5000)? Are you still planning to have them filled or just use as a reciever for an onboard compressor? I am sure any mod would void cert. Nah. Just cold with a bunch if ice, sleet and freezing rain. It's days like this that make me glad the Blazer isn't my DD.

The axle shaft shouldn't take more than an hour or so, since I have a spare shaft assembly.
