Wiper delay controller is thinner, two connectors one on each end, and typically finned aluminum on top, black plastic on bottom. Also that I'm aware of, does not have a bracket as shown, but clips into place with some plastic piece cast into the body of the controller.
 
I set my cruise the other night and saw some sparks and then no cruise... fuses look fine, wonder if i killed this thing? Where exactly was it? any pics?

trace your wiring on an 85 or 86 truck(the ones in question). the TCC wiriing is completely separate from the ECM wiring. i took my ECM wiring out and put in a standard dizzy when my ESC dizzy took a crap on me. my TCC still locked just fine.
 
Mine locks too , simple carbed truck . I have the ESC dizzy in a box , regular HEI on truck .

83's were cool , simple lock up circuit .
