You can't buy either a new engine or a new tranny for $900. This smells very fishy.
Ask lots and lots of questions about the new parts and what he did to arrive at this "new" engine and "new" tranny. Does he mean he bought a crate engine? Hired a rebuild at the local engine shop? Bought a few parts and threw it together in his garage? "New" means many things to many people. But normal folks do not dump $2000 into new parts and then sell the truck at a loss 100 miles later. Something doesn't add up, and it's your job to find it before committing your money.
The brand new engine failing to run is a huge red flag to me. Even if he put in a new crate engine, if he doesn't know how to get a new engine running he's not someone I would trust to do an engine swap.
