does anyone make an upgraded or more powerful motor for the rear window of my 84 Jimmy?

My best advice; swap to a crank.
Had three of these trucks.
Wish to Heaven they had just kept the flip up back window.
Hard as heck to workaround.

Manual crank back window=sad, but best solution.
Sad because they made the window crank mechanisms out of worn out, melted down, used pinball machine parts.
My 2 cents.

The problem isn't the motors, generally.

It could be, because of age, but the setups work fine IF the entire system is up to par. At this age, they aren't up to par. Window felts/tracks are worn out or rotted through. Tailgate isn't lined up. Topper isn't lined up. Electrical connections corroded. Regulators worn out/bent. Rollers flat spotted.

If you put a fair bit of effort and time into these things (as I have) you may end up with a properly working rear window (I have not lol). It's fair to say that power rear windows suck, at 27 years old (at the youngest), as long as you agree that GM small blocks suck because they don't make it that long either. ;)
