So get this, it wasn't the motor.
It wasn't the switch, it wasn't the safety switch, it wasn't the drive cable, it wasn't the window tracks or anything like that.
The fault all along was the 2 wire tailgate harness connector. Worked itself loose after all these years.
Anyway, I opened up the connector and resecured the metal female pieces so the males would seat correctly. I went ahead and replaced the motor and switch anyway, since I had them.
Works good as new now.
