If those are actual numbers from your engine were you degreeing the cam? You may need to move it to get it where it's supposed to be, it happens sometimes, I've had to move them as much as 4 degrees before. But I would only do that if you found true TDC with a piston stop, you can't trust the balancer until you mechanically verify it.

You likely know this, but I usually degree the cam from the top of the lobe, the bottom of the lobe often does not open at the same rate it closes, so the centerline of the lobe is skewed. Of course you can check both against the cam card.
