I have to point out a couple of things from posts in this thread...
The ring gear in a 70HD is not any bigger in diameter than a non HD 70, they're all 10.54". The pinion stem is thicker on the HD than non HD. The HD uses larger inner pinion and carrier bearings (like a D80).
While I'm not positive, I am pretty sure the 70 used in Dodge trucks is a non HD axle.
Even though the Power Lock is a limited slip diff it can be rebuilt to almost locker status. The difference is the way the clutches & steels are stacked, the sequence can be manipulated to make the characteristics more aggressive or passive with respect to slippage. You might consider pm'ing TARussell, he knows the way to stack it so that it's practically locked all the time. (fyi, TARussell hasn't been online much lately so his response may be a slow).
As for building a front D70, I would consider using this axle in the rear and you "normal" D70HD for a front project. The center section on this motorhome axle looks like it might be wider which could be a problem locating the right spring pad.
I still think you need to drop in those 5.86's and do a disc swap and let 'er rip! (that's what I did
