New floats and spring loaded needle seats fixed it.
Upon further inspection the old springs were misshaped and were not functioning properly.They were pushing the needle closed and not allowing fuel to fill the bowl. It didn't matter if the floats were up or down, the needle would stay closed the entire time.
The floats were adjusted too many times and sad looking too.
I'm going to pick up the trailer tomorrow. I decided to tow out.
