So someone put differnet (better) heads on it because those TBI blocks came with peanut port heads IIRC. Sounds like a good platform to start with.

That's a healthy sounding BBC.
And I don't see why an 049 head won't pass a tailpipe test. The cam, ignition, EFi and of course cats are going to play a larger role in all of this.
my buddy has those kind of numbers in his K5, it's a beast for sure.
