Is there supposed to be a flat white strip of plastic between the leaf spring and the axle? Or are they supposed to be metal to metal?

yes that plastic is supposed to be on top, under u bolt plate.

Who ever installed the axles must have tightened the U-Bolts with a pair of needle nose pliers! SUPER loose.

This plastic was between the spring and the axle. I left the plastic out since I had not heard any responses by then. I wire brushed everything, and then cleaned all the mating surfaces with alcohol. Then I wire wheeled all the washers, nuts and bolt threads. There was anti-seize on the U-Bolt threads, which I did not replace. I torqued to 150 because it seemed like 170 would break the U-bolts or strip something based on how it felt. U-bolts might have been stretching about 150 LBS, not sure.

Anyway, the front end clunk is gone, and the "looseness" is gone as well. Now that I know what the problem was, the symptoms match perfectly to that issue. Feels like a whole new rig.

So is it OK not to have that plastic, or should I install it?
150 LBS good enough if I check them from time to time?
Should I reapply the anti-seize?
The "hole" that the bottom of the center bolt goes in was modified by someone. They drilled it oval and bigger. Not sure why.

You’re fine without the plastic.

150 is fine, i think those u bolts may be grade 5 or less. Yes do check them, if you have driven the truck 10-20 miles recheck them. Then again after 100-200 miles. Maybe again at next oil change. No antiseize on U bolts. The plastic under the plate is not that important, between the springs it helps them slide over each other.
The hole being oblong is not a good thing. paint the spring to perch so you'll be able to tell if it's moving.

Paint- good idea. I will do that.

I guess I could fill in the oval area with .... JB weld?

Also, I noticed that my ... NP205 T-case vent thingy is missing. I was making sure it was not clogged, but when checking that area, its just a hole in the area that the vent is supposed to be.

Do they sell what ever is supposed to be in that hole? A cap or tube or something?

NOTE:

I was having an issue with my steering wheel. Sometimes the top would point to 9 o'clock, and sometimes 10 or 11 o'clock when driving strait. Also, when you would turn one direction, it would seem like the rig would turn the opposite direction a little bit until it went the way you wanted to go. After fixing the U-bolts, the steering wheel is at 12:00 and there is not any of that weird opposite steer thing.

I'm glad that the center bolt was not broken. That could have been very dangerous. I tried twisting it with pliers on both ends, and it was solid - so I did not replace it.

It was the rounded out center pin hole on the axle that made it appear that the pin was busted.
