Update on my case: While replacing the fuel pump, I replaced the sending unit with a "good one" from a member here and have the exact same problem as before. Next step is the link Metrodps posted.

Mine was just a burnt wire at the headers.Twisted them together and now the gas guage works like a champ,Until i turn on the head lights and then all my gauges go to 0...LOLIf the gauge being tested reads at the high end of the scale (i.e. full for gas, 60psi for oil, etc.), the sending unit is at fault and must be replaced.
