In Texas, there are few lift laws if any. The only one I know of is how high your headlights are. All you have to do is lower them to with-in xx" of the ground and you are good to go if you pass the standard saftey inspection. The saftey inspection just requires you to have responsive/tight steering, good working brakes/e-brake, working lights, f/r license plates, working windshield wipers, good windshield, and more than 3/16" tread depth on your tires. They also check for smog equipment (if required), legal window tint, exhaust stuff, and some others that I can't remember.
The inspection stations are very different and one inspector to the next is different. I once had a guy who would send me inspection stickers in the mail for the price of the sticker($12.50 for non-emissions) /forums/images/graemlins/thumb.gif.
