What is this hole in top of water pump. The old one was filled with what looks like JB Weld. Should I fill the new one or is there a missing part?

Also, I think I got a long water pump and it replaced a short water pump. I am having difficulty getting the power steering pump bracket to marry up correctly.

Can anyone tell from the photos if the water pump and power steering pump look correct?

Looked up online fabricated it from a shock bushing sleeve. Just trimmed it down a bunch…
