Also a compromise between where Sawyer is most comfortable vs where Bailey is most comfortable, also measuring the coolers we have and the coolers we want . I'm sure you've thought about this already. But if you're sizing things for Sawyer, it's going to get cramped as he catches up to Bailey (size-wise). So I'd size everything for the bigger kid. In the long run, that's already a compromise, as they're both still growing.
