But really, since your there, I don't know how far you can push it in Cal.
It might be different if you where building a pre 70's car that didn't have to follow all the rules.
I'd say, go to an after market multi-port fuel injection and hide the NOS for the street /forums/images/graemlins/grin.gif (J/K on the NOS).
Clean up the exsaust, maybe a cat back & headers, K&N filter and some good heads. It's hard to pull high HP without a little compression but it can be done. The deal is making what you have as effecient as possible. I know my 350HO, 330HP won't pass out there. I feel your pain but I don't think a blower will pass either and will not really help you on the low end to much.
Sorry but I don't know the combo that will pass emmissions and crank it out.
