Looks like a California Special 68ish
I think Wes is right - looks like the California Special with the T-Bird tail lights and reflective side stripe.
I guess that car made its way across the country and setup camp along the Gulf Coast these days.
 
That is true - even the military deuces needed a 6.72:1 gear to give those light-switch power band motors help.

Under powered as they all were back then those motors chugged well at extremely low RPM’s and no doubt the added gearing was mandatory to get the workhorse reputations.
