It could be the governor. If doesn't work, it will not shift.
 
I’ll definitely be pulling the governor out and checking the teeth. Also be readjusting TV cable and attempting to get it to draw back like it should. Might need a new TV cable as this one is really odd to me and appears to be pretty chewed up. It also seems to work in the opposite direction I remember TV cables working in the past. It also have been used with about 6” or so pulled out instead of being drew back in like a tape measure.
 
Well, yesterday I got injured at work. Severe muscle spasms in my neck. So bad I nearly passed out from the pain.

My entire left side of my neck is as hard as a rock.

Won’t be able to work on the truck for quite a few days as I’m laid up with a neck brace and on some heavy pain relievers.

This is why I hate engineers. This job took me 8 days to complete and my head was at a 90 degree angle for a little over 80 hours.

I can say that the shop I work in is one of the hardest shops to work in. All of the AOG specialists come from our shop. It’s very demanding on the body. The situations you have to work in are very cramped, hands and knees, bucking rivets blind and deaf. You have to really know what you’re doing and it isn’t for the weak. Neck spasms is a pretty minor injury compared to falling off the plane which I have seen multiple times. Also, all the old timers have had knee cap replacements.
 
Took the governor out and the valve actuated as it should. Also, the nylon gears are in good shape. It does appear that it is making contact with the cover though. It looks like someone hit the center of the cover with a hammer at one time. I don’t think this will solve the issue. I believe it’s the TV cable.

Just to be clear. I didn’t hammer the button that makes contact with the governor. I hammered the dent out that was around it with a socket. Hard to see in the pics I posted. Just thought I would make that crystal clear lol
 
I’m thinking the valve for the TV cable is getting stuck. I actuated it a few times and I think I got it to seat back where it should. Thinking I should get a new cable and valve just to be sure it doesn’t happen and give me some peace of mind.

Check out the transmission end of the cable and see if the hook is getting jammed in the end of the housing. Possibly the hook has gotten bent slightly?
Just a thought.
 
Either that or it is possible that my WOT from the pedal isn’t matching the WOT of my carburetor now. That would explain it since the TV cable is adjusted at the carburetors wide open throttle and my throttle linkage might not being pulling the carburetor to full WOT. Going to have the wife step on the pedal for me to see here in a few.
 
Well adjusted the linkage to match the WOT and it still won’t shift out of 1st gear.
 
I just find it really weird and probably detrimental that it worked fine for a couple days and then all of a sudden I lost 2-4th. Makes me think it may need to be overhauled.

Before I replace this TV cable and valve I’m going to pressure check it as told from this website.

I’m going to pull the governor again and really give it a twice over. There is one part I did not inspect on it. The roll pin that holds the nylon gear to the body of it. It may be just the governor is spinning freely and not engaging the weights since I didn’t make sure that pin was there or not I am second guessing my first inspection.

I will thoroughly inspect the end of the TV cable and the hook.

If all checks out I will then drop the valve body and try to actuate the TV plunger and Valve. See if the valve is stuck inside or moves freely.

At that point. If all is moving freely I can then assert that I will need a rebuild on the transmission.

While I have the transmission out I told my wife I might as well go through the t-case as well. Big bonus coming in January. Just in time to finally get this thing going.

I definitely have the will to get this thing going. More so than any other one of my projects I’ve had. But it’s turning into something I work on more than drive and that’s really annoying.

Might as well pull the diff covers and put new gear oil in while I’m at it. There will be nothing powertrain I haven’t inspected and or built so that’s a plus.
 
I suppose that you looked closely at the valve spool inside the governor? I had one that was sticking intermittently years ago even after cleaning and inspection. It worked fine out in your hand, but we believe that the problem arose when hydraulic pressure pushed on it.
I don't remember the exact symptoms but a new one fixed it.
