To me it looks like sand or dirt from the flood he had.What is that layer on the pieces?

Brand new ones from the factory had it in them days. It's just huge 1" thick mounds of it that aren't cool lol.
In that spot, if you did use filler, use the metal stuff since it's stronger.
I believe Spot weld and sand is the only non filler option really
